Going into 2010, most housing economists doubtless figured that conditions couldn't get much worse. It looked like the housing industry hit bottom in January 2009 and, thanks to the federal stimulus, rose at about a 20% rate from its nadir. Thinking that conditions would continue to improve in 2010, housing forecasts called for a minimum 20% growth, with some of the most bullish among them predicting 50% growth. Now it looks like using that 20% run rate as a benchmark wasn't a safe assumption.
